If you have a group class and the students won't stop talking, you can try this strategy. Once everyone is on the class, ask them to stand. Now, pose a question from a previous lesson, perhaps a definition or the correct use of word or something. If they get it right, they can sit where they are. But if they get it wrong, you get to move them away from their buddy, and hopefully get them to be a bit quieter.
This is an ify but if you're desperate, and sometimes a new teacher is, then try it. It works best with adults who might get the idea that you want and need some quiet in order to teach them. Of course, if you're a HS teacher in the states, you got assigned seating and can just move them if you choose. Here, in Madrid, it's a little more difficult with men and women who might be older than you or just simply intimidating because of their jobs or personality.
